Please try to clear your browsers cache and clear your cookies for Jotform, here's how to do these things:
After clearing your cookies, try to login and create/clone the form again. Here's the guide on how to clone a form: http://www.jotform.com/help/42-How-to-Clone-an-Existing-Form-from-a-URL.

OK that worked and I was able to clone it but when I go to preview mode it still allows me to hit submit and directs me out of the form if all the required boxes are not filled out.
