I've got the form working the way I want it, but I don't seem to be getting any data in the emails I get. I'v already used up two of my monthly quota...how can I test this without using up my quota.

Generally if users are doing testing we just have them let us know when they are finished and we reset the account limits. Just let us know when you are done testing and we will go ahead a do a reset for you.
