Thinking of transitioning a client from FormsCentral. Is there a "suggestions" guide for such people?

First, I recommend you create your JotForm account (for FREE). Please use this link to do this easily
You will be better oriented to JotForm if you have an account first.
As to your question, there is no direct way to import templates from other source like PDF to create your jotform.
You will have to create your first jotform from scratch using the form builder.
OR you can also use a template from the JotForm Template gallery http://www.jotform.com/form-templates/
