I have my form connected to Paypal but for some reason, quite a few aren't completing payment through paypal. I have to keep following up asking them to do again. What is the issue?

Do you have any further information as to why some of them aren't completing the payment? Did they encounter errors after submitting the form?
Note that incomplete payments are also captured, you can find it on your form's submissions page. Here's a guide for that: http://www.jotform.com/help/135-How-to-View-Pending-Submissions?
I tested your stand alone form (42495404015146) but I am redirected to Paypal checkout page after submitting the form. So your form is working and it's in good standing.
Did you embed the form to your website? If the problem happens on the embedded form, may I suggest you to try re-embedding your form using iframe embed code. If the problem was caused by the conflicting scripts between the form and your site scripts, using iframe embed code should fixed it.
