We have been having trouble making changes to our forms lately particularly with email notifications that we can't change the recipient and when I deleted the notification and started a new one it then duplicated the new one and we receive duplicate notifications. Is this system wide with JotForm?

We currently do not have any reports of similar issue at this time. This is probably an isolated case.
I made a test using your account and jotform http://www.jotform.us/form/30994845889175
I added a new Notifier into your jotform to see if the issue you mentioned can be replicated.
Initially, I see 2 identical Notifier in your jotform (which I am not sure yet they were added manually and modified to become similar)
and then I just use the Add New Email button to add a 3rd Notifier.
BUT the result was not similar to the 2 existing Notifier, and I can also update/modify the Recipient E-mail address with the notification template being duplicated.
Can you please retry again adding a new Notifier on your end. Let us see if the reported issue persist. Use the Add New Email button
I already cleared the cache of your forms just to be sure.
