I am interested in starting an account but need more info about the upload space to determine which plan. When it says "100 MB" vs "10 GB" does that mean that is the space allotted to each contact form, as in the photos in aggregate placed on the contact form itself cannot exceed that limit?

No, it is the space allotted to your account per month. It is your maximum file storage limit. All the files uploaded to all your forms should not exceed to 100MB ( if you're a free user) or 10GB (if you're on the premium plan). Economy plan and Professional has higher limits too.
When you use file upload tool, it's default file size to be recognized is 10MB, however you can adjust it up 1GB. Here's how to add a file upload tool to your form.
