No, it actually doesn't work that way. Even if you delete older submissions or file uploads, it will not decrease the number of submissions you have already used and file size allowance consumed for the current month.

With respect to my colleague's response, the answer to your question is yes. The available space allocated for a Premium account is 10GB. In the event that your account reaches a number that is close to that limit, you can delete submisisons with huge uploads in order to not go over the limit.
Available space refers to the maximum storage your account has, not the total bandwidth your form uploads have consumed.
