Is the 100mb for free upload space a lifetime limit for your service or is there a way to clear it out?

The file upload space limit for free users is set to 100MB. If you reach that limit, what you can do is delete your submissions which has file uploads attached to it. This will allow you more space for uploading files.
If you wish to not delete any file submissions, you will have to upgrade to a premium subscription. An alternative so for you to have your own back-up copy of the files submitted to you is have your form integrated with DropBox, or with your own FTP server.

Just found out. Go to Trash and delete forever.
That said my upload limit remains the same, maybe it takes a while to compute?

If you have deleted a form, then you will need to go to the Trash tab and delete again to permanently delete the form and its submissions. But if you are only deleting submissions, then you'll just have to go to the Submissions page of the form and delete the submissions there.
