Registrants are unable to submit a form a second time without closing their browser or clearing the cache. How can I change that setting?

I did check your form and found that you have enabled the "Unique Submission" form limit setting to "Loose Check". This is the reason your form is not allowed to be submitted twice from the same browser. Please check the screenshot below:

I would suggest you to remove the "Loose check" and set it as "No Check" and that should solve your problem.
