I was forwarding my submission both to the recipient as well as myself. I had my email listed first. It seems like my recipients did not get their copy of the submission.

Are you referring to the email notifications being sent out after your jotform has been submitted?
Or are you talking about our submission forwarding feature in your submission viewer?
