File Upload button issue with Apple Safari is a known limitation of the iPad and Apple has not provided a fix so far. Here's an example of a discussion about this topic:
Some users there recommended other browsers that support file uploading capabilities in iPad like iCab Mobile. It's worth a try.

Reading from several post in the ipad and apple forums it appears that iOS does not allow users access to file handling thus the browse or upload button is disabled.
As of present it seems that there is no fix for this yet. What I've seen done by other iPad users is to use alternative web browsers you can get from the app store that allow you to upload. As what Aytekin mentioned iCab is one of the famous and widely used.
