i want to change the notification email address.
i enter the new address and save but it still sends to the old address.
what am i doing wrong?

The Notification email is being sent to the email address in the Recipient E-mail address box. So, this is what you need to change target email address to sent the message.

thanks, eventually i figured out that you always send a test email to my
no matter what i enter in that field.
Yes, the TEST email button in the Notifier will only always send the test message to your account email.
So, to have an actual submission email sent, the form needs to be submitted in actual. The submission email will then use the Recipient Email address to send the email notice.
In case you are not aware, you can also check all your email logs using your account. You can see this in the Email History logs in your account.
