Okay I have the 2 different forms.
But for some reason, when previous applicants add ?session= and their email to the end of the form it doesn't pull from their previous forms.
When I tested it before, it worked fine but now it is not working. What did I do wrong?

Perhaps there is a misunderstanding on how this works.
I just made a test using your jotform http://www.jotform.us/form/42556154917157
and the 2nd jotform session work fine as I was able to go back to the 2nd form every time with the saved session data still intact
Please take note that the session saved is only for the 2nd form...
I think you are hinting that the data from the 1st form should be transferred on the 2nd form?
You still need to fill-in the Full Name and E-mail data in the 2nd form -- it will not be pulled from the first form.

I don't care about the saved info in the first form.
I have applicants who applied back in Sept and are trying to make changes.
For example Josh Burlile applied and was trying make changes and when he goes back to the link
http://email@example.com and it doesn't have the previous entries saved.
What would cause that?
When he used it back in Sept the link worked fine. But now it doesn't work.

I just tried the link you provided and it does show the jot form data filled in.
But it is the information that you put in to test the form NOT Josh's info.
What am I doing wrong that it defaulted to your information verses the user info based on the email address?
I'm not sure if I understood you correctly. But from what I understand, you want your users who filled out the form, let's say user Josh, who made a submission last September would be able to edit their submitted forms? Is that correct?
If I'm not mistaken, the session setting for saving forms to continue later, works by having two forms, form1 is for getting a unique session ID and form2 would be the main form to where you want the session ID to continue. This is a method to help forms with multiple pages to continue when forms are accidentally closed.

But this works by providing an Edit_Link in the Email Alerts, so how do we let users who made an earlier submission have the capability to update their submission now?
You can use this kind of formatting in a link instead:
Blue highlight: I made a sample submission in my form, it includes the Edit_Link field in the email content, I checked the link and that's how it is formatted. Please check yours.
Green highlight: This is the Form ID to where the user filled out his/her form
Pink highlight: This is the Submission ID, you can find it in the Submissions setting under "My Forms"->Choose form->Click the Submissions button
I'll then provide the link to the user for him/her to have the ability to edit his/her form, even though they didn't receive an Email alert with an Edit_Link field.
