I have created a form that has been successfully used and received to us 3 times, each of those only required to send content and no payment
This 4th time there was a paypal payment made.
Paypal notice successfully came through, but no jot form at all was received??

If I understand your question correctly, you mean to say that you received the PayPal payment but the submission was not received.
I would suggest you to please check your PayPal account's IPN settings and see if it is enabled. Once the user completes the payment, IPN needs to be enabled to mark the submissions as complete. If the IPN is disabled, the submission will be marked as "Incomplete Payments"
I did check your form's submission page and it seems you have manually completed the payments. Please enable the IPN of your PayPal account and the following guide should help you : http://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal
