How to create email notifier when submission is made?

When someone presses submit I thought I could get it to notify me by email.   However, this is not the case.  Is there a setting I am missing?

Yes, you can get them, but as many people do not need it and they do not want to get emails while testing it is not configured right at the start, but it is easy to do.
