Is there a combobox control that will allow the user to either select from a list of states or enter a province or prefecture in a text box?
My form asks for place of birth. I have a dropdown with the states but would like it to include a way of allowing the user to enter a province or prefecture if they were not born in the states. The state dropdown is currently required.

I do not think that we have such control available, but you might try an Auto Complete widget field. You can add the list of states to that field, and they will be easily accessible since it comes with fuzzy search, and also users will be able to enter custom values.
Another option is conditional logic on form. We can show some other field if the Country is not equal to US.
