Can I limit the # of people who "sign up" for one of our programs?

Yes you can do this by setting a limit submissions number in your form. Please refer to this guide: http://www.jotform.com/help/137-How-to-Limit-Submissions-in-a-Form

You can even add a submissions counter and let your users know how many people have filled your form.
