Question 1 -
What I woudl like to do is get the transaction ID from the paypal transaction emailed to my client when an order comes in. Then they can review the notification that came to them, see the transaction ID and then check in PayPal order easily.
Do I need IPN on then?

Hello fggh,
Yes it is possible to send the PayPal transaction ID in the submission emails. You will need to add transactionid tag in the email alert template. If your payment field's name is myProducts, such as shown below, the tag to retrieve the seller transaction ID will be {myProducts:transactionid}. Please check the screenshot below:
The tag can be placed anywhere within your email alter template and the output of the tag will be actual PayPal transaction ID which you will receive in email after successful PayPal payment. Please check the screenshot below:
YES, the IPN should be enabled in your PayPal account and then only PayPal will communicate the transaction details with our server.
Hope this answers your query.
Do get back to us if you have any questions.
Thank you!

Thanks. So in order to get the Transaction ID to work I need to have IPN on? Or does it work without IPN on.
The paypal account that I'm using has lots of different functionalities so I don't want to lock it into Jotform if I don't have to.

I believe the IPN ON is not a mandatory requirement. So you can also just leave as is.
I suggest reviewing also the user guide http://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal for more helpful details.
We will respond to your other question on this thread http://www.jotform.com/answers/458537
Thanks.
