I want to create a form with fields, then distribute to my customers. the email address the form is to be sent is different for each customer
can we duplicate a form so they can configure? or c an I create a template they use?

I am not sure if I have understood your question correctly.
Do you mean to say that you need to create separate form for every customer?
Well you can clone your form any number of times and the submission emails of each form can go to a different email address. The following guide should help you:

Yes it is possible to transfer form to other account but it can only be done by JotForm staff. Do get back to us with the destination account username and the form ID which you want to transfer, we will do the needful.
