Jotform billing question - are quotas based on calendar month or billing cycle?

Are the monthly quotas based calendar month or billing month? Our billing cycle begins on the 11th of each month; we just downgraded our account because assumed we would have 100 free submission from Nov 12 - Dec 11, and we are not expecting more submissions than 100 during that time. However, submission count still reflects submissions submitted during our last billing cycle.

It is actually based on calendar month. Please be noted that submission counters are reset on the first day of every month.
