Upon checking your form, I see that the file upload field is not set as required, which means that the form can be submitted without uploading a file.
Also, you need to include the image field in your notifier since it's not included.
Please check this guide: https://www.jotform.com/help/25-Setting-Up-Email-Notifications
Let us know if this helps.
Thank you.

Hi,
This is the form http://www.jotform.com/form/1782738249 right?
sometimes it takes time for the uploaded file to be available from our server.
I suggest you check again later and test if you can now download the file using the link.
Inform us if you are still not able to download the file.
Thanks.

Your latest message is a bit messed up and very difficult to comprehend.
BUT from what I got so far, I think you wanted the uploaded image to be display as embedded image in the Email message.
You can achieve that by using the {IMG:fieldID} tag on the upload field.

Hope this help. Inform us if still not resolve.
Thanks.
