can a client begin entering the information, save what they have done, then finish entering the information later?
Yes, you can use the auto-fill feature in your form to achieve this. Please refer to this guide: http://www.jotform.com/help/227-How-to-Enable-Auto-Fill-Feature
Please note that this option will work only if the submitter uses the same computer and browser to complete the form.
They would send only the finished version to us via email?
Yes, you'll receive the email alert when they click on the submit button (and the required fields of the form have been filled).
