HI Ben,
We found out yesterday that jotform was not forwarding to our email program. After sending a test email to myself, the person who is in charge of our website came in to forward my test email. the man who does the website, did fix the issue.
Somehow doing so he deleted the email from our costumers. Is there a way to recover the deleted emails? I would just like to get in touch with the people who we never answered.

This is a bit unclear... were you referring to the form submission emails as the deleted emails?
If you want to RESEND the submission email, you can do that in the View Submissions page of the form submissions.

Use the Forward Email button/option to send the submission via email.
Please clarify if this is not what what you wanted to do.
