I found this link and found out how to create a download link for the original PDF. How do I create a link to view only, not download?

Hi kensukemitani,
Thanks for reaching out to Jotform Support. You can change the privacy of your Smart PDF Form to private so only people with the link would be able a view it. After they submit they will still be given a copy of the submission, but not with the original PDF document.
You can change the privacy here:
- In Smart PDF Form builder, go to Publish, click Quick Share, and Settings.
Give it a try and let us know how it goes.

Thank you for your response.
What I want to do is not to restrict viewing. I want to be able to display them in the browser and download them at will, rather than having them downloaded automatically.

Hello kensukemitani,
Thanks for your patience and understanding, I appreciate it. After checking, I can confirm that this is not possible with the original PDF since there is no option to share it. The only way to let the user view and download the original form is by enabling the preview PDF button at the end of your form option. As I can see this is already applied to your form:
