What does a pending submission actually mean?

Hello-
I'm a bit confused about the "pending submissions" on one of my forms.  I read the explanation, but just to get a better understanding, does it pretty much mean that someone filled out the form, hit submit, and then didn't complete the paypal transaction?

Yes, your understanding is correct. The Incomplete/Pending Submission usually means that user did not complete the payment (closed the PayPal page).

If paid submissions are going to Incomplete/Pending Submission, this can be fixed by enabling IPN on your account.
