how do I send the form to someone to fill out?

If embedding the form to a website page is not an option, you can also email your target users with the link of the form itself. 

For example, you can give the link like this 

http://www.jotform.us/form/32365165696160 

You can always check your form URL under the Embed Form Wizard:

Alternatively, you can click on the Preview icon to see the form URL:

Then, for example, you can email that link to your users.
