How can I know a payment form is submitted even if the payment has not been completed?

What happens now is that they go to PayPal to pay their dues, but it only gets them to a Thank you page.  I want the form to be submitted at the same time as they go to PayPal to make their payment.  I tried directing back to the form but it is cleared and no longer contains the information.

You can change the pending payment e-mail option, so you'll be notified even if the payment was not completed.

To activate it, please right-click the payment tool, click on properties and change the pending payment e-mail to "Notifiers Only".
