There was a massive DDoS attack on JotForm recently. As far as I know this problem has been already solved and the service is up and running. If your issue still persists, could you please provide some more detailed information regarding this issue? Please do not forget to include form ID(s) in question. Then, JotForm support team will be happy to proceed with the further investigations in this matter.

Please accept our apologies for the inconvenience this may have caused. Over the past week we have been making changes on our server which caused unstable performance of the form builder and affected the online forms as well. As of the moment the forms should be stable we are working along way to fix any inconsistencies that may arise due to the new setup.
