With PayPal charges these are usually instant as far as I know unless the customer chooses the Bill Me Later option if enabled.
To combat that problem though you could use this with two forms. You'd have one form collect the information at first for you to review and approve. Once approved you'd send them a link with it prepopulated on the second form to go ahead and pay for it in paypal.
Our Stripe Integration on the other hand does support a "Charge Later" option in case you'd be interested in taking a look at that.

Can you please let me know if I am able to continue gathering bank routing and account numbers using JotForms.
