Unable to see all submissions form the report downloaded

we have around 10,600 responses but when I pull a report, it only pulls 10,000 responses so we're missing several hundred - and we still hve five days left in the voting period.

We purchased an option with 100,000 responses so we should be fine - can you help me figure this out?

That's because there is a limit to download, but if you follow the guide below, it will download by batch of 5000 per queue.
