Is this a total of 100 submissions for all active forms? So if I have 3 different forms posted for employees, if form A has 70 responses submitted, forms B and C will only be able to accept a total of 30 responses between them for the rest of the month.
When the monthly limit has been reached, how is the form affected? Can it still be opened? Will the user see a message that data was not submitted? Can data be saved in the form and retrieved later?

Your assumption is correct on regards to monthly limit, free accounts have 100 submissions as total.
When the monthly limit is reached, the account goes overlimit and the forms become disabled, so your users will not be able to see the form. Data already submitted will remain intact and can be retrieved later on, once you upgrade or until the counter gets reset on the first day of the next month.
