Is there a way to have, say, a set of 20 questions but randomly select half of those each time someone clicks on the survey?

I think the Shuffle widget can be helpful for your scenario.

You can configure the widget to Ignore certain fields, and shuffle others, such that some of the fields retain their position - like name and email fields.
