I am maintaining a form that was setup by someone else and am trying to find who the form is being submitted to. Where do I need to look to find the recipient list for the form?

Hi,
To do that you would need to check the emails.
You can do that by clicking on the Email Alerts button under the Setup & Embed Toolbar.
Once you click on the button you will be shown the email templates that are already present:
Clicking on them will open their email body screen, but will show you the button to setup the contact and sender details.
On a new screen you will see the emails that will get notified of the alert under the Recipient E-Mail field:
Each email template can have its own email added, so you would need to check them one by one.

Now, I would also like to point out that there might be some emails set over conditions, so it would be good to check them, but only if you see that an email template is marked as conditional like so:
To do that we click on Conditions in the Setup & Embed toolbar.
After that we scroll down to see already set conditions:
And look for the email entries:
