Why doesn't PayPal include shipping in the tax calculation?

I have set up a purchase form with the shipping cost specified per item in JotForm. That way the amount and order total shows on the form in an early stage (and not added as a surprise in the end). 

When the customer is redirected to PayPal and they calculate the total price, including tax, the shipping cost is not taken into consideration. We want the customer to pay tax for the total amount of the product and the shipping. How do I achieve that?
