Share forms or ability to create forms

Are sub accounts allowed to create forms or only edit shared forms?

Sub accounts are only able to have forms shared with them in order to receive the benefits of the main account.  Forms created under sub accounts will be subject to the limits of the sub account, not the main one.  Forms created under sub accounts will also not be seen in the main account.
