Can I change the way JotForm exports data?

When JotForm exports, it has all of the questions from the form across the top - each question at the top of the column and all the answers for it below in separate rows...

Can it be exported the other way around?  Each question in a new row and answers for each question in that same row but in different columns?

Unfortunately this is the way Google docs imports the data.  I do not believe this is something we can change on our end.  You may be able to set up your sheet to show the data in the manner you specified, but I do not believe it is possible to have the data imported to your sheet as such.
