Thanks for reaching out to Jotform Support. I’m really sorry that this is happening. I tested it on my end, and it appears that the feature to download the PDF as a collaborator has not yet been implemented, it currently only shows to download as CSV/Excel. Take a look at the image below:

While the feature you’re looking for isn’t currently available, rest assured we’re always working to add new services and features to Jotform. I've gone ahead and escalated your request to our Developer Team. When or if it's developed depends on their workload, how viable it is, and how many other users request it. If there are any updates, we’ll circle back to this thread and let you know.

As a workaround, you can allow your collaborators to download PDF documents from PDF Editor. To achieve this, you must share the PDF copy of the submission that you want your collaborators to download from PDF Editor. Here’s how to do it:

• To begin, open the PDF Editor and then click the Share button in the Jotform header section.
• Set the access settings from the Share modal, then copy the invitation link or directly invite the other party by email and select the PDF Documents that your collaborators can access through Tables. The other user can then download a PDF copy of the submissions.

Give it a try and let us know how it goes.

Thanks for getting back to Jotform Support. I’m sorry that you’re having trouble with this, I have checked as you are trying to share the original PDF of the smart PDF form. Unfortunately, share feature is not yet available for the original PDF. you can share the submission PDF document with collaborators.

My colleague already escalated it to back end team as a feature request to allow collaborators to download the original PDF.

Would the collaborator need to be on a paid jotform plan of their own in order to see the original pdf?

Thanks for getting back to Jotform Support. Actually, the Original PDF can not be accessed or downloaded by collaborators. This feature is not yet available. You can add the collaborator's email address to the email notifications as recipient. This way they will receive the email with the original PDF attached to the email.
