I have accidentally deleted an incomplete submission on one of my forms - Is there any chance of getting it back

Unfortunately no. There is no way to recover a deleted submission or deleted incomplete submissions. One possible option is to recover the data from the submission emails you must have received but in your case you have not enabled it in your payment question to send "Pending Payment Email"

You will have to ask your user to submit the form again.
