Themes from the preferences tab only applies to the entire form, not the page/background as it did before.

To confirm, you would like for your forms background to take the same color as the theme on the form?
That can be edited within the Form Designer under the color scheme option.

However, I am using the "brushed" background. How can I extend that to the rest of the page?

The brushed background is achieved by using an image in the theme. You can expand the with of your form, however that will cause the elements in your form to stretch.
The best option would be to find a similar image and set it as the background of your form.

Unfortunately, the information you provided is not helpful or correct. What prompted my reaching out to you today was a chat rep who advised me to submit a ticket with the exact wording I submitted because there is an error somewhere. Indeed, the form I am using is cloned from a previously "working" form yet it doesn't have the appropriate background. The solution you mentioned of skewing the image sideways to make it fit seems a bit ridiculous as this is obviously not a viable option for any professional form.
Something happened with the recent UI changes to the designer/themes functionality which removed other functionalities in the form, namely the loss of a cohesive and continuous background. I used to be able to select a theme from the left side menu with a single click and that theme would incorporate both form/field formatting, as well as the background. Now, it seems I have to inject CSS across numerous areas in order to achieve the same outcome.
This is something the developers will likely have to address.
