I continue to get an error message of "invalid merchant configuration" when testing the payment gateway. Is that because we haven't upgraded our account yet?
If not can you provide some suggestions as to how we can fix this?

When you see that error message it means something isn't configured correctly for your payment integration either on our end or yours for the tool that you are using.
Anyhow, I did investigate your jotform and this seems to be set up and integrated properly.
What type of PayPal Account do you have? The PayPal Pro Integration is intended for use Business Accounts so you may want to check that as well as making sure that you've accepted any PayPal Agreements if any.
Our end shows that you have integrated it correctly.
When you got the configuration error was this after submission?
Was there a Error Code or Message? If so what did it say?
