I own a tax franchise I want to send my clients a w2s by email for them to upload there w2. and I down load it.

I see you wish to use a jotform to work with W-2 Forms involving taxes.
This should certainly be possible. All you need to do is create a jotform that can gather your client information depending on what you need. You can then also have an Upload Field included on your jotform so that users can attach their W-2 to then send you.
At that point your Email Notification that is attached to your jotform will send you notice of a new submission from your clients. So that when you open it you would be able to quickly and easily see their attached W-2 to download. If you don't want an email sent then you could alternatively obtain it when viewing submissions.
If you wish to send them a copy you could also use an Autoresponder.
