As far as I know, there is no any other indication related to the payment fields on edited submissions.
We should probably add some explanation message to inform the form owner that the user will not be charged again. I have added a ticket about this issue to our system.
We will let you know if we have any updates.

Even if we wanted we would not be able to change the user again. The actual user has to login and make a payment on PayPal.

Yes, I suspected as such. I have access to the organization's PayPal account and could refund the second charge, if necessary, but I wanted to be sure that the submitter would not be requested to login to PayPal.
