Can I create a drop down list and upload/ populate the list from another source, I e a spreadsheet?

Unfortunately we do not currently have the ability to import data from a spreadsheet to your form fields.  We do have a tool to prepopulate fields:

Field Prepopulator (http://prepopulate.jotform.io/)

However this will not allow you to populate a list of selections, it will only allow you to fill in blank fields.
