Two times I've created a template and have sent the link to colleagues so they can use the template, but both times the link goes away and this message appears. How do I create a template with a link that remains viable?

We always screen the forms in the JotForm Template Gallery.
Your forms must had been removed because its either inappropriate or did not pass the screening.
You should not also use the Template Gallery as the repository of your forms that you wanted your colleague to use. This is not the proper procedure.
You can let them copy your forms instead.
