I'm trying to create a form that is about cars in different years for example:
my form looks like this:
make (drop box menu)
year (drop box menu)
my problem is:
I want my form to show me that:
If you own a Ford so the years that the form will show you are 1997-2015
and if you own a Chevy then the form will give you the years 1986 -2015
How can i create a condition that will change the year range in the "year" drop box?

Unfortunately, that is not possible. The best way to accomplish that is to add a Date field for each of the Car make. Then just add the conditional logic to show the data that corresponds to the car make.
