Hi,
The Upload storage limit does not reset to zero in monthly basis, it is the storage that you would get in as a whole in your account. You can however free up the space by deleting the submissions that has files attached to them.
I would suggest that you take advantage of different file storage and sharing services that we support (ex. Dropbox, FTP, etc...). Here's our app page for that: http://apps.jotform.com/category/file_sharing_and_storage.
