Requiring files and pictures with form submission

We have one of our forms set to require a picture and credentials (as attached files) with the form when they submit it so in other words they cannot submit the form without adding a picture and the required files. I selected "required" for the upload photo and file options on the form, however, somehow some people are getting around this and they are still able to submit the form without attaching these items. Can you tell me why that is?

Hmm that's strange. Okay I've done that. We'll see if that fixes the problem. Thank you.

Let us know if using the iFrame embed method does not resolve the issue and we will be happy to have another look.  Usually, using the iFrame embed does correct issues that are unique to the embedded version of the form.
