I've set up my form to have signature workflow capabilities. Once the user signs and submits, another user can review, notify of approval and then sign again. However, it won't allow the second user to sign unless i hit "clear." If i hit "clear" it erases the record of the signature of the first user?
Any way to fix this to allow multiple users to sign? It also seems as if the signatures aren't showing up on email notifications.

I am not sure if I have understood your question correctly. Do you mean to say that you want multiple users to sign in the same "Smooth Signature" widget?
Unfortunately, it is not possible to allow multiple users to sign in the same widget. I did check your form and it seems you do have multiple smooth signature widget under different form collapse field. If you edit your submission and click on the "Clear" link to sign in different widget, the signature of first user who signed in another widget does not get deleted. Please check the screenshot below:
