Can I send specific applicants a follow up form so they do not have to reenter their personal information and can just submit their payment?

Yes it's possible to send a follow-up jotform containing their prefilled information.

You can do this with the use of an autoresponder or your thank you page. The user will then see a prepopulated link and click it to take them to another form that is prefilled with their information.
