    Where can I find "Site Actions" in Sharepoint 2007?

    My web site is edit by share point 2007 , Where can I find "Site Actions" to follow these steps??

    I can not find it at all

    To be honest I'm not exactly sure what version of sharepoint was being used when we created the guide for it so I do apologize about that.

    However, I did do some digging on the internet and found this seems to be a common issue with the Action Menu missing in Sharepoint 2007. Then I came across an article here https://social.technet.microsoft.com/Forums/en-US/9970f5e2-0cf1-4845-8d2c-102f13085ec7/no-site-actions-menu-available-in-sharepoint-2007?forum=sharepointadminlegacy that specifically states it was removed when was changed for SPD.
